It depends on the species and sex. Also subspecies, location, season and diet.
Males are significantly smaller than the females.

Judging from your country, I wouldn't expect them to get very large. Fully grown, a female might get to a max of 3 feet. Just an estimate on my part though. Generally speaking, garters from northern US or north of the border don't get very large even in captivity.
