    They've been around since 1879, it's hardly surprising that their purpose has evolved since then. They were probably originally formed to deal with mining, water use and logging.

    Even logging would have been a subject of Geography of Biology over here, but we have some strange combinations of subjects in German minitries like Federal Ministry for Environment, Nature Conservation and Nuclear Safety
