My garter snake has an odd bulge in her tail. I just noticed it yesterday and I dont think it was there last week when I checked on her.

Could be a plugged musk gland. Warm water soaks can be helpful. Check to make sure there isn't any retained shed in that area. I agree with the Vet. recommendation.

Some females get bulges. Has she been breeding? Is the vent clogged or normal looking?
