looking at the distribution maps, it seems to me that easterns rule a heck of a lot more than just the east
the only other species with nearly that distribution would be radix
and when we're talking easterns, we're just talking about one sirtalis subspecies . . .rhea

Divide the continent into vertically oriented halves. West and East. Now look at your range map again. Where does most of the eastern garters range lie now? In the eastern half of course. Radixes are in the middle portion of the country mainly. How does that come close to the eastern garter range. I don't see the distribution you're seeing. They don't call them plains garters for just the heck of it. Same goes for eastern garters.
