In the past the mod. has always declared the winners.
At least that's the only way I remember it. Didn't think anything had changed.

Are you saying that any forum member can declare a winner and request the next months theme?
Are we also to post the next months contest?
I guess I thought this was a mod. resposibility.
If I'm wrong I stand corrected.
