Looks like you've got a number of Thamnophis (Garter Snake) species in Wisconsin.

    Thamnophis sirtalis (Eastern Garter)
    Thamnophis radix (Plains Garter)

    Thamnophis sauritus (Eastern Ribbon)
    Thamnophis proximus (Western ribbon)
Thamnophis butleri (Butler's Garter) limited to a couple of counties in the southeast part of the State.
I'm going to link to the Wisconsin DNR page at the end of this post. I noticed they are using some different names for a couple of snake. They call T.radix, Eastern Plains Garter and they call the Eastern Ribbon snake, Northern Ribbon Snake.

Baby snakes are pretty much independent from the time they're born. Since you caught the mother from the wild, if she was gravid when you caught her, there shouldn't be any harm in releasing the babies to that same area.
You'll probably want to help them through their first shed before you let them go though.
