I've walked in on mine drinking a few times. Other than that, the only time when I see them drinking is when I refill their water bowls.

I do see my snakes in, on, and around the waterbowl fairly regularly, and I know they know what to do....So I'm not really too concerned. Also Proximus will only eat out of his waterbowl, and I add water to Tallie's food.

But particularly with the example I gave, there is no legal way or exception and there pretty much never has been. Collection permits are granted for research institutions only and if the animals were kept in captivity for a time, they must be destroyed once the research is done.

As far as "before the laws" go, you're talking about tetrataenia as an example but CA has pretty much always allowed collection of garters that aren't listed as federally endangered or state endangered so yes, any collected before the endangered species act, or it's being placed on that list, are going to be legally collected. What I'm saying about pugets is, there really never has been a legal way for them to get into the pet trade. Unless you want to argue that they were collected when WA and B.C. were still just territories or before those states established any game laws which is a ridiculous argument.

Even when states have exceptions or permit someone to legally collect when others can't, permits are few and they don't usually allow any legal way for the snakes to end up in the pet trade so that argument is a bit of a stretch and using tetrataenia is a bad example because there were no protections before the endangered species act and their being placed on it. Not so with state collection laws. Many states had laws forbidding collection long before the endangered species act, and many of the snakes we have only occur in those states.

Leaving tetrataenia out of it (that's a whole different situation) Lets face it, even with the very few limited ways you can think of that other species of garters could get into the pet trade legally, there's no way that could account for even a small percentage of the snakes in the pet trade, even with captive breeding of the very few legally collected ones. I'd bet my left arm that all concinnus' and pugets (and probably a bunch of other popular garters in the pet trade) were all illegally collected or descended from illegally collected animals.
