I cant tell if you have flourecent lighting on top, but that would make it come alive appearance-wise. A 5 dollar timer works great with that.
I keep all my adult garters on fir bark, which is like repti- bark. I feed in the cage. I try to get them to strike at the rodent right from my hemostat so they dont get bedding in their mouths, which is one main way they will ingest substrate- but the main thing is, I wouldnt feed them anything wet on the substrate cuz bedding will stick to it(the other main way they ingest bedding). I raise babies on paper towels.
