Downloading is legal in Canada due to the fact that they added taxes on anything that can record. Which means every time I make a backup for the forum I am supporting the recording industry.

They did the same thing here, but they still made it illegal a couple years later. Now nobody gives a crap if it is illegal or not. Not even the authorities.

Depends on the client. Azureus lets you pick and choose which files to download. Unless the file is in a zipped or rar archive.

Over here it's just the ones that upload dozens or hundreds of gigabytes worth weekly that are at any risk of being prosecuted. They don't have the resources to go after downloaders yet.

That actually does seem to me like it would be more effective, since that would stop most people from uploading. Unless they can't track people that uploaded a while ago.

I agree, it would seem more effective. But I'm not quite sure that the top uploaders could be responsible for most of the uploaded material. Especially considering that bandwidth is limited, it would make sense that they'd just represent the tip of the iceberg.
