The other garter snake that was housed with the sick one is doing fine and very active. Alert and slithering all over creation! However I'd like to know for sure what species. I know the red reminds me of the San Francisco garter but I want to know for sure. It would be very odd that a small town store would get that rare a species. I can post more pictures if needed. I was going to suggest parietalis before reading the other replies. I concur with Steve and Kat.
One thing for certain, it's not a tetrataenia.
