    Odd behavior.

When ever i spray down my garter's tank he always goes into feeding mode even if i just fed him a big meal.Is this him being curious or is it a instinct of rain=food?

It may be instinct because in the wild when it rains and the soil becomes wet/damp worms start to surface.

Water in the face might imply flopping fish also or a chance at some water born meal.
