No, they're not legal for WA residents. A lot of people lately bringing up laws. Technically, there is NO legal way pugets ended up in the hobby. Somebody has to collect ship them out of state illegally before they can become legal by breeding them in a state where they are not illegal to keep, if that makes any sense.
All of WA native wildlife species are illegal to buy, sell, collect, trade, etc. Enforcement is another matter altogether. For the most part, they aren't currently concerned much about garter snakes. In other words, they don't spend any effort or resources to protect them from a few hobbyists.

this is a species of Thamnophis that i feel that needs to be captive bred, laws are getting tighter and tighter im sure glad ive got mine!

The snakes really don't "need" us at all. Problem with pugets right now is their high price tag and relatively low availablility in captivity. This drives motivation for more pressure from (illegal) collectors. Somewhat of a paradox.
