Sometimes, when male garters get REALLY lonely (Or, it could be a display of dominance, who knows?) they copulate with other males. I've seen it twice, even between two different garter species.

The tail bases on both of them are thick. That's where the hemipenes are stored.

Yeah but in the pics on sexing it shows that girl snakes can be the same way.

Well the other way I can tell is that Hudina is definitely a male, no question on that.
The other one must be male because it's copulating with him. Females don't do that.
Also, you'll never see female snakes with bulges that large.

To me both of those pics look the same.

The female's tail tapers a lot more quickly. Both of yours have extremely chubby tail bases for longer down the tail.
Coincidentally, are both of those pics from Wandering garter snakes? They tend to have longer tails outright, and the females tend to have a little bump at the base of their tail as well.
