I'd say so, but I'll leave it to the blackneck-experts to say which subspecies. Probably T. c. cyrtopsis.

If it is a Blackneck it is absolutely a Western, they are not nearly as good looking as the Easterns but cool none the less. Be careful though for that price it is most likely a wild caught.
