Two questions I've been wondering about

Here they just drop them off out front

I believe that is what they are doing here too. just dropping them off in the neighborhood. Since we are a very quiet street, No street lights at all.

I have a cat here for over 6 weeks now, living in my garage. I can't keep him, my male cat fights him. Last summer(2007) a black cat I had been feeding, decided to have her litter on my back porch.
