I would say no to the sand. Yesterdays News will work for young scrubs also. I use compressed aspen pellets and some paper towels.

Paper towels are def a nice no-nonsense substrate. I like that they help me notice/adjust humidity levels as well.
1.0 Florida Blue (Sirtalis), 1.0 Parietalis, 1.1 Marcianus
0.1 infernalis, 1.0 Eques obscurus
6.5 Pantherophis 0.1 Scarlet King; 1.0 Cali King; 1.1 PueblaCorn;
2.3 Milk/King hybrids (new!)

I use paper towels for all my garters from babies to adults. The only time I use anything else is during hibernation. Then I use care fresh.

I use a soft dish towel in my brumation tubs.

I use a dish towel for comfort and so it will absorb any water stilled by soaking snakes.
