So what age to garters become mature enough to reproduce? Is it an age thing or a size thing?

It's a both thing.
I've had males want to breed at 1 year. I have no idea if they were viable and didn't let them but they where going through the motions.
Some of my females bred at 18 months old.

My 3 males are all trying to "hold tails" now and they are 11 months old. The females let them try but nobody has made a "connection" as of yet. When the girls get tired of them they bolt and the poor boys go nuts trying to find them again

You really want to see something funny, let the girl crawl across your carpet for a good distance, then put her back. Take out the males and watch them diligently and frantically follow the same path she took. It's hilarious!
