Another question

It would seem I'm feeling very curious tonight. I was at the store looking at some garters and trying to figure out what sex they were. There were two and one was obviously a female since she was twice as big as the other. But the guy that was showing them to me said something about being able to tell for sure by how far the "vent" is from the tip of the tail? Is that correct?
