Charles is the man to ask on here, he finds them where he lives.

In Florida, the Eastern Garter Snake occurs throughout the state, excluding the Florida Keys and the Gulf coast from eastern Wakulla County in the panhandle south to Hernando County in the central peninsula. Outside of Florida, it is found throughout the eastern United States from southern Texas north into Canada and east to the Atlantic Ocean.

Eastern garter snake with different degree of orange and red can be found every where from your location throughout Monteregie ,Centre du Québec,Bois -Franc,Lanaudiere In Estrie(Sherbrooke),up to Quebec....That mean every where but the best one are found near Montreal and Drummondville...Red Flame were caught at Rouyn this is a long way up north but this red turn rusty brownish when the snake get older, this is not what you looking for!!You need to find a garter snake with any amount of red and go at this location over ad over for few years until you find the dens where they bask where they feed....to see what this population look like....Small isolated area are the best ....
I have a spot where its 50/50 50% regular and 50% orange, red this is the best location Ive ever found....I caught like 300 garter snake with different degre of orange -red and only 3 of them have red on the face this is rare to me!
Most of my spot near Montreal are destroy that 's not funny....
When I was young like 12 years old I had orange ,red and normal garter snake and someday I change for Corn and milk snake...I stop herping for few years until I meet dr.blais in september 1995 when I saw his sake I fall in love with Garter again....During september and october I tried to find flame...
In summer 1996 I did'nt have an exact location where flame could be found so I spent most of my time searching in new spot....nothing not single one with any amount of orange....In 1997 I went herping at the same spot like 3-4 time a week until I found My first red flame bingo a week later an orange flash young female...I caught like 40 snake before my first flame ....
....spend most of your time where you find your orange And you will find the one you looking for ...go there from Early April to Late september...
My english is not very good hope you understand!
This is my first flame .....you see me the day of the catch ....and the female a year later she mate with a male from dr.blais all her babies were send somewhere else in the world....

I found a melanistic today where I saw my orange garter. In fact a lot of garters out where I find my snakes in my new hot spot are orange! I couldn't catch the melanistic on time it hid in a huge rock wall and I waited almost 3 hours for it to come out and it didn't :( I'm hoping to do one more trip out there to see if I can find a few more orange babies or adults but I highly doubt there are blood red garters there though.
