I finally got my camera back so I'm playing photographer and snapping all the pics of Freud I can... Here are just some good ones.. He's about 13-14 inches long... Do you think he is a Butler??

Your first photo looks like the snake has cloudy eyes. It may just be the flash or the angle the photo was taken from.
Have you noticed your snake with cloudy eyes in the last week or so?

I've seen ball pythons when they shed and how their eyes get and Freud's eyes look pretty much the same, perhaps a tiny bit cloudy but nothing like I would expect them to look before a shed, but then again, I have never seen a garter snake, let alone a Butler, shed. I am only comparing them to the ball python.

This is what the eyes look like when they are in the opaque phase of shedding.

Wow, those butlers sure are similar to northwesterns in many ways.

Not all snakes, and not every shed, will the eyes look quite as dramatic as that pic. That's the extreme I think. Heck, Amy (albino) hardly gives any indication at all except his yellow stripe fades ever so slightly and his eyes get a slight lavender tint instead of the usual pink or red, but they don't get cloudy, and the color change is barely noticeable. I only see it when I check after he refuses a meal. That's the only time he ever does, so I check for it. Otherwise you wouldn't notice anything. Some of my adult concinnus don't get blue eyes. Just slightly milky. It's the belly that turns blue.
