So what age to garters become mature enough to reproduce? Is it an age thing or a size thing?

It's a both thing.
I've had males want to breed at 1 year. I have no idea if they were viable and didn't let them but they where going through the motions.
Some of my females bred at 18 months old.

My 3 males are all trying to "hold tails" now and they are 11 months old. The females let them try but nobody has made a "connection" as of yet. When the girls get tired of them they bolt and the poor boys go nuts trying to find them again:D

You really want to see something funny, let the girl crawl across your carpet for a good distance, then put her back. Take out the males and watch them diligently and frantically follow the same path she took. It's hilarious!
