Well I have a 32inch Female Albino Checkered Garter Snake. I've been feeding her one F/T Hopper a week. Is this enough?

I would suggest varying her diet a little. Perhaps offer some 'safe' fish and earthworms.

What type of fish is the best?

I use salmon and trout, both are thiaminase free, readily available and affordable. Although they are both rather fatty fish.

This is a personal opinion but one I felt I should pass it on since I almost lost a large group of babies. I did lose one. It still bothers me.
I would avoid "Product of China" fish.

Will your checkered eat anything other then mice.... My two 22 inch (one green, one albino) will not eat anything else.

These guys can tell you better than me, but shouldn't twice or three times a week be a better feeding cycle for a fairly decent sized garter?

Not if you are doing a strictly rodent diet. They are a fattier choice and can easily lead to obesity if not kept in check.
Scott Feltzer has an excellent article on feeding. You can find a link to it on his site: Scott Felzer's Garter Snakes, specializing in aberrant garters (http://www.albinogartersnake.com) . Follow the link on his home page that talks about the article that was written for Reptiles magazine.
This site also has a plethera of info in the "Articles" section.

Don't know because I never tried but when its feeding time she likes to think my hand is food if I drop the mouse with the tongs lol
