For all the lizards and turtles and such that I have kept beofre I have always have to have some sort of lighting wheather it be for UVB consumption or just heat...so I have to have a hot spot made by a heat lamp for my snake? Right now all I have is a regualr aquarium srtip light, also do they need UVB?

garter wiil do fine at room temp however a lot of people will agree that they like to keep one side at mid 80's and the other at mid 70's as for the uvb i have not heard of garters needing uvb but you do learn something new everyday

Personally, I don't use UV for my Garters, but I know some of our members do. Your call. You certainly need some form of lighting to provide a photo-period... strips are fine.
