I think this is an eastern but not sure. Could it be a ribbon snake? I see a white bar in front of its eye.

It's definitely not a ribbon. Eastern, like you already guessed.

But the bar in front of the eye is very bright on a ribbon and they don't have any supralabial markings at all. Their lips are more or less pure white, just like the bar in front of the eye.

Looks like a boy to me.
Also, note that the sides have the characteristic "Northeastern" markings of most of our garters here in MI. Ribbons lack these.

i will follow your view on that im still learning :)The reason I say male is that the vent appears to be further up the end of the body, and the head size compared to the body size is small. Also, I've only seen this sort of reduced black pigmentation and overall color in males.

Definitely T. s sirtalis an Eastern Garter and nice looking one.

Yeah, looks like it has some red on its sides...Lovely litte snake!

This is a 14" snake. Does that make it an adult male? Or juvenile male?

mine is 14" and he's 2 yrs old.... i think it makes him an adult:D:D:D:D

Depends on whether or not he can reproduce. :P
