i was wondering is it okay to put a wild garter snake with a captive garter snake but the wild one may have mites and i don't want to pass that to my captive one so what should i do
Any new addition should be quarantined the first couple of months before adding them to your collection. The new one could well fbe fine, but I wouldn't take the chance.

You should always quarantine any wild caught snake for a couple of months, before introducing it to your long term captives..... there are worse things than mites!

Quarantine the wild caught snake for a good 6-8 weeks, and treat the mites during that time. Do not let it come into contact with your captive garter, and wash your hands very well after handling/treating the new snake.
After the quarantine, be absolutely sure the mites are gone before putting the two together. If you can afford it, a vet exam for parasites would help as well, but I know how expensive that can be, so it's just a thought!

the things that are worse than mites are often also much less obvious
