Snakes in a tree

My husband forwarded this pic to me from the camaro group he's on; one of the guys snapped this in his back yard in the spring. I told him to find out where the guy lives. But thought you all could identify them, you guys are aces at this!!! :-)

I suck at this, but they look like two eastern garter snakes to me.

Location? Good enough if you know the state.

what are they doing in a bare tree, in March? And do garters like the company of other garters?

it's not uncommon to find seferal garters together

Those are both very nice eastern,It's not uncommon for Plains Gartersnakes,in early spring to climb into small scrubs and bushes along side our house,rarely are they more than a couple feet off the ground.
