When are female garters mature enough to breed? Is it dependent on age, size? If so, is there a rule of thumb?

Side note: one of my plump wild radix's is about 24" and has now become very thin. I was out digging up earthworms around 3am and caught a a good peek of her with my spotlight unless its a different snake with a stubbed tail it looks like she may have popped.
