Looking for a Puget sound Garter for an educational display

We are looking for a Puget sound garter for display at a nature center here on the Puget sound. The regs seem to be unsure on the legality of collection. So we would like to obtain at least one animal(possibly more) from a breeder who could provide us a receipt of sale. Anyone willing to work with us feel free to contact me. May be open t additional species native to the area(T. s. concinnus) etc.
