he's been eating salmon, tilapia, and earthworms. This has nothing to do with breeding or hibernation

Sometimes garter will take a break from eating. As long as they are not losing weight and there are not changes in overall behavior it's probably nothing to worry about.
Can you give us more information about how you are keeping it? species? size? last shed?

Yep, Steve is right...I have had garters go months without eating...although it usually occurs during the winter. More info would be helpful...is the snake otherwise acting normal? Is he active and pooping? What are the temps like in his enclosure?

Is your snake WC or CB. Whats the average temp. How old is it? Male/Female. I have had all types of snakes take breaks. It seems to be common with Garters.
