Too dang hard to tell. the photo sucks. Also, in case you haven't noticed, CA is a big State. can you be more specific?
Juvies can be tough to ID, and i think it is one.
It seems rather like a racer or relatative. from what i can see of the head, i don't think its a gopher snake or garter.

So pretty much arid/semiarid habitat. At first glance it looked like a two-striped garter but I'm not so sure. second guess is a juvi coachwhip.
