It's probably not yet time to all-out panic. When you say that you tried fish, are you using live or filet?

Have you had a weather change or going to have one?
3 weeks isn't that long a time.
I have snakes go off food like that from time to time.
I agree with Mike. Not time of an all-out panic.
What are their attitudes like. Active, alert, tongue flicking, drinking water?

It seems like your temps could be a bit warmer. Do you keep it warm on one side of the tank and cold on the other? Do you allow the temperature to drop at night? I would try to keep your temperature between 27-30 degrees C on the warm side and around 24 degrees C on the cool side during the day...and then let your temperature drop to about 19-22 degrees C at night. The cooler temperature that you have in your tank now may be why they are not eating. Try increasing your temperatures and see if that helps...make sure that they have a warm side and a cool side though. Garters need a temperature gradient to thermoregulate.
